Southern Sudan is a region in the Sudan, which borders Ethiopia at the east, Kenya, Uganda, and the Democratic Republic of the Congo at the south, and the Central African Republic at the west. In north Sudan lies the predominantly Arab and Muslim region directly under the administration of the central government in Khartoum, the capital of Sudan.
The Southern Sudan has emerged from one of the longest bloodiest civil war in Africa, a 21-year conflict that rutted the Arab Muslim-dominated government in the north against Christians and animists in the south. The war had caused too many looses; death, agony, suffering and displacement in the southern region and has caused the collapse of economic and total infrastructure systems in the region.
After signing the Comprehensive Peace Agreement (CPA) between the two parties (the government of Sudan and the SPLM/SPLA) on Jan 9, 2005 in Naivasha, Kenya, which has tentatively brought an end to the 21 years of the civil war, the two sides have agreed to give autonomy to the southern Sudan.

Each state is headed by a governor and is divided into counties. The counties are further subdivided into Payams, then Bomas. Each county is headed by a County Commissioner, appointed by the President of the Southern Sudan in conjunction with the State Governor.
